To help you arm yourself with the information you need to make your decision, Teaching Degree Search has developed this Best Value Teaching Master's Degree Schools in Maryland ranking. This report analyzed 14 schools in Maryland to see which ones offered the best value master's degree programs for teaching students. The goal was to highlight schools with more affordable prices than others offering similar quality experiences.
Our ranking of value is based on the quality of a program as defined in our per sticker price dollar. More specifically, we discount our quality score by the published tuition and fees charged by a school. This gives the cost per unit of quality for each college. The value is determined by how much quality your dollar buys.
In our regional and nationwide rankings, out-of-state tution and fees are used in our calculations. Average in-state tuition and fees are used for our statewide rankings.

Our 2023 rankings named Hood College the best value school in Maryland for teaching students working on their master’s degree. Frederick, Maryland is the setting for this small institution of higher learning. The private not-for-profit school handed out master’s degrees to 52 students in 2020-2021.
Out-of-state tuition fees for graduate students at Hood are $9,080 per year.
One thing to take note of is that Hood does offer online graduate classes in some areas. During the 2019-2020 year, about 43% of the graduate students at the school took at least one online course.

Coppin State University is a small public school located in Baltimore, Maryland that handed out 7 master’s degrees in 2020-2021.

The average tuition and fees for an out-of-state graduate students at Towson are $19,890 a year.
One thing to take note of is that Towson does offer online graduate classes in some areas. In 2019-2020 about 100% of the graduate students at the school chose to take one or more online courses.

Frostburg State University did quite well in this year’s ranking of the best value places for teaching students to get a master’s degree. It came in at #7 on the list. Frostburg State University is a small public school located in Frostburg, Maryland that handed out 93 master’s degrees in 2020-2021.
The average tuition and fees for an out-of-state graduate students at Frostburg State are $13,092 a year.
Depending on your major, you may be able to take online graduate classes at Frostburg State. To give an idea of how popular online courses are at the school, 83% of graduates took at least one course online in 2019-2020.
Morgan State University came in at #8 in this year’s edition of the Best Value Teaching Master’s Degree Schools in Maryland ranking. Baltimore, Maryland is the setting for this medium-sized institution of higher learning. The public school handed out master’s degrees to 15 students in 2020-2021.
The average tuition and fees for an out-of-state graduate students at Morgan State are $17,559 a year.

Loyola University Maryland came in at #9 in this year’s edition of the Best Value Teaching Master’s Degree Schools in Maryland ranking. Loyola Maryland is a medium-sized private not-for-profit school situated in Baltimore, Maryland. It awarded 400 master’s degrees in 2020-2021.
Loyola Maryland graduate students pay an average of $18,600 in tuition and fees each year.
If you are interested in distance education, be sure to check with the school since Loyola Maryland does offer online graduate classes for certain majors. Of all the graduate students enrolled at the school during the 2019-2020 academic year, around 97% took at least some of their classes online.

Mount St Mary’s University ranked #10 on this year’s Best Value Teaching Master’s Degree Schools in Maryland list. The Mount is located in Emmitsburg, Maryland and has a small student population. In 2020-2021, this school awarded 31 master’s degrees to qualified students.

University of Maryland - Baltimore County came in at #12 in this year’s edition of the Best Value Teaching Master’s Degree Schools in Maryland ranking. UMBC is a fairly large public school situated in Baltimore, Maryland. It awarded 108 master’s degrees in 2020-2021.

Notre Dame of Maryland University did quite well in this year’s ranking of the best value places for teaching students to get a master’s degree. It came in at #13 on the list. This small private not-for-profit school is located in Baltimore, Maryland, and it awarded 188 master’s degrees in 2020-2021.
NDMU graduate students pay an average of $13,711 in tuition and fees each year.
Online graduate courses are available at NDMU, but you will need to check with the school to see if they are available for your field of interest. In 2019-2020 about 61% of the graduate students at the school chose to take one or more online courses.
Johns Hopkins University landed the #14 spot in the 2023 rankings for the best value master’s degree teaching programs. Johns Hopkins University is a large private not-for-profit school located in Baltimore, Maryland that handed out 697 master’s degrees in 2020-2021.
The average tuition and fees for an out-of-state graduate students at Johns Hopkins are $61,202 a year.
One thing to take note of is that Johns Hopkins does offer online graduate classes in some areas. In fact, around 85% of the graduate population registered for at least one online class in 2019-2020.
